If it's saying "kit not found" instead of "you do not have permission to access this command" you might not be typing it in correctly, just double check that you are.

What server are you trying it on? It should work. 

Please make sure you're typing in "/kit spec-ops" (without quotations).

I am trying it in CreeperGamer{5xloot}{TPA}{24/7} and yes I'm typing that in correctly
