Broke into my base and started to steal and when i got back he opened fire and KOSed me over and over again and neither me nor my base where on a KOS zone. He also stole lot of me and a friends gear.

He's allowed to kill you if he's raiding you, read the rules.
Even if this was illegal KOS, there is not much the admins kan do with this report.

wall hugging the outer walls are kos zones too, there is not specific area given, just that bases are kos zones. So stay away from bases .-.

He means common sense. Do you look like you're crouching, scouting and conspiring to raid? Then absolutely, expect to get killed.
Are you making yourself known via sprinting, talking, looking friendly? Then don't expect to get killed - not according to the rules, at least.
