It appears you have left out crucial parts to the story. You didn't just skip songs. You skipped songs other people were listening too.

You were originally reported for it. Yo spammed the song "America fuck yeah" and after i requested you to stop the moment i left the voice channel you did it again. Don't be a fag and skip/spam songs for the sake of being a twat.
Other than this incident I can confirm SNIPER is very annoying when just generally chatting too, tends to interrupt conversations, use bot commands in wrong chats etc.
Yes, I think a ban this long should've occurred.
Professional opinion, unban the lad, if anything else occurs any time soon, you're on thin ice - and you'll get banned.
